Director's Report on RPGs Issues Paper May 2009

Introduction

This report has been prepared in accordance with the requirements of Section 7 (1), (3) and (4) of the Planning and Development (Regional Planning Guidelines) Regulations 2009.

The report includes a list of the persons and bodies who made submissions to the Regional Planning Guidelines (RPGs) Issues Paper published in February 2009; it provides details of persons or bodies consulted by the Regional Authority and summarises the issues raised in submissions received. The report also presents the recommendations of the Director on the issues raised, taking into account the proper planning and sustainable development of the whole of the Mid West region, the statutory obligations of the local authorities, and the relevant policies and objectives of the Government, including the National Spatial Strategy.

In February, the Mid-West Regional Authority (MWRA) published a paper listing some issues arising from an examination of extant trends in the region. Some of these trends were raised by Government policy documents and some by an analysis of statistical trends, selected and identified in accordance with measures built into the 2004 Regional Planning Guidelines (RPGs).

The following matters were drawn to the attention of the Planning and Development Regulations list of prescribed bodies and statutory agencies and were advised to the general public through newspaper advertisement and by publication on the MWRA website.

The Director presented a summary of these issues to more than twelve public gatherings of Council Members, SPC's, County Development Boards as well as IBEC, third level institutions and a range of development agencies and staffs of City and County Councils.
