At the outset of the meeting the Cathaoirleach referred to the recent flooding in the region and the need for a co-ordinated effort by all national and local agencies to identify the flood risk and resolve the flooding problem.

He stated that this was a special meeting to agree a submission on the Draft Planning Bill 2009.

There was a discussion on the Draft Submission prepared by the Director, which had initially been circulated with the October agenda.

It was agreed that “supports the thrust” should be replaced by “considered” in the first line of the Draft Submission.

It was also agreed that the submission should include a recommendation that a single agency should be established to control rivers and alleviate/prevent flooding problems and that the Minister should have absolute power over environmental interests, ESB, Fisheries Board and other interests.

Cllr. P J Kelly requested that the submission should include that the Regional Authority opposes any provisions in the Bill takes from the authority of existing local authorities.

This concluded the business of the meeting.
